Luís Pedro Alves, associate in the Administrative and Public Procurement Practice at TELLES, is the author of the article "Local Public Procurement in the light of the "new" Public Procurement Code of 2022: the right of cross-border interest", published in the book "Selected texts on Portuguese Public Procurement".
The revision of the Public Procurement Code, implemented by Decree-Law No. 78/2022 of 7 November, changed the regime of reservation of contracts in favour of local operators, making it subject to an analysis of whether the contract has a "certain cross-border interest". This is the subject of the article by Luís Pedro Alves in this edition of ADA - Association of Administrative Law.
