Sofia Pamplona, partner in the Labour and Social Security practice at TELLES, wrote the opinion article 'XXV Portuguese Government – Labour Legislation: What Now?”, which was published in the fifth edition of The Legal Industry Reviews: Portugal'.
The lawyer specialising in labour law analyses the impact of the dissolution of the parliament and end of the government in March 2025 on the process of revising the Labour Code in Portugal: “Given the circumstances, it seems highly unlikely that the anticipated legislative amendments will be introduced within this year, since the continuation of the Working Group must be formalized and the dialogue with social partners reinitiated. However, on the other hand, it seems certain that there will be significant developments in labour legislation in the near future, on matters deemed fundamental”.
The lawyer also stresses the need to modernise the labour system, pointing out that “the Portuguese Labour Code is not aligned with contemporary work practices, wherein employees place significant value on hybrid work models, flexible work schedules and a four-day work week. Trade unions themselves must evolve, moving away from perceiving work flexibility as a regression of employees’ rights, and instead recognizing it as a right that employees now wish to fight for”.
