RoundUp Labour | September 2025

TELLES' RoundUp Labour is a monthly publication that highlights relevant legal trends and issues impacting the labour market in Portugal.

In this September edition, the following topics are highlighted:
(i) the launch of the Online Interactive Risk Assessment (OiRA) tool, developed by the European Agency for Safety and Health at Work. This tool aims to support companies in identifying and managing risks associated with workplace harassment.
(ii) a new feature on the Social Security portal that allows companies to create individualised access sub-accounts for their employees.
(iii) a new online simulator provided by the Authority for Working Conditions (ACT) which allows for an approximate assessment of the probability of asbestos-containing materials (ACM) present in buildings, facilities and equipment. This tool is designed to support companies in assessing the need to intervene, replace or remove such materials in accordance with legal requirements and occupational safety and health standards.
(iv) the celebration of the International Equal Pay Day, that took place on 18th September.

It is also presented a summary analysis of a relevant ruling of this month, focusing on the illegality of using technological surveillance methods as evidence in dismissal proceedings.
The Lisbon Court of Appeal ruled that such methods may only be used to protect persons and property, or when the nature of the activity justifies it.

In this publication, the TELLES’ Labour and Social Security team joins forces with clients once again to help them anticipate and plan for the challenges of labour relations in an ever-changing world.
