RoundUp Labour | June 2025

TELLES' Labour RoundUp is a publication that, at the end of each month, highlights the trends and relevant legal issues affecting the labour market in Portugal.

The sixth edition, released in June, highlights the key points of the XXV Constitutional Government Programme, with a particular focus on the labour market. Topics covered include the progressive increase in salaries, the flexibility of working and parental conditions, and the promotion of equal pay. Also covered are the new rules applicable to teleworking, digital platforms, and dependent work.

In light of these issues, the recent decision by the Supreme Court of Justice to overturn a previous judgement and re-examine the facts of a case involving a courier and the Uber platform is of particular interest. This decision could reignite the debate surrounding the existence of employment relationships within the context of digital platforms, signalling a potential shift in the interpretation of case law and emphasising the courts' increasing focus on new forms of labour provision.

It is also highlighted the nationwide inspections being carried out by the Labour Conditions Authority (ACT) in the accommodation, catering (HORECA) and social support sectors. These inspections aim to combat undeclared work.
