TELLES' RoundUp Labour is a monthly publication that highlights relevant legal trends and issues impacting the labour market in Portugal.
This edition, which refers to December 2025, highlights the analysis of changes to the Social Security Contribution Regime Code and the relevant Regulatory Decree. The aim is to optimise and simplify procedures for contributing entities, particularly when establishing, ending or amending employment relationships. The new model will enter into force on 1 January 2026, with a transitional period throughout 2026 allowing employers to adapt, and will become mandatory from 1 January 2027.
A summary analysis of a relevant labour law ruling is also provided:
(i) The Court of Appeal of Évora ruled that the use of images captured by video surveillance systems in disciplinary proceedings was lawful.
The court held that such images were admissible as evidence insofar as their collection was intended to protect the safety and security of persons and property rather than to monitor the professional performance of the employee.
The publication also includes a summary of the latest legislative updates.
The latest edition of RoundUp Laboral for 2025 concludes with an editorial by Gonçalo Pinto Ferreira, partner and head of the Labour and Social Security practice at TELLES. In this editions, he reflects on the first year of the publication. Throughout the year, RoundUp Laboral has established itself as a practical, rigorous and forward-looking tool, developed to keep clients and partners constantly informed in an ever-changing legal and labour context. As the author notes, "staying up to date is half the battle".
It is with this spirit of rigour, vision and ambition that we enter 2026. This year marks the beginning of a new chapter for us as Deloitte Legal TELLES, reflecting our growth, ambition, and clear vision for the future. We are thus reinforcing our commitment to excellence, innovation and proximity.
The TELLES Labour and Social Security team wishes you a wonderful New Year!
