Pedro Matias Pereira writes for Revista dos Municípios magazine

Pedro Matias Pereira, partner in the Public and Urban Planning practice at TELLES, has co-authored an article entitled “Execution units and public procurement: when and how?”, published in Revista dos Municípios. This publication is promoted by the Association for Regional and Local Law Studies (AEDREL) and the National Association of Municipal Assemblies.

In the article, also co-authored by Fernanda Paula Oliveira and Licínio Lopes Martins, the TELLES’ partner analyses the scheduled implementation of municipal plans, as well as the need to resort to public procurement whenever the municipality intervenes in this context.

The text begins by clarifying the concept and purpose of implementation units, as well as the different forms of municipal participation. “As execution units are usually “filled” by a subdivision operation (joint subdivision or reparcelling), it is important to consider the costs imposed by the legal system on this urban development operation, and how these costs are met when the operation takes place within an execution unit.”

The authors analyse, “based on the various titles through which the municipality intervenes in an execution unit”, whether the municipality's intervention “contaminates the entire operation, requiring the use of public procurement for the implementation/execution of urbanisation works”.
